  2. identify discriminating value drivers
  3. determine ur operational constraints n adv with regards to those value drivers
  4. creates primary segment based on overlap cus need and internal constraints, 2nd segment most impt needs
  5. creates detailed segment descriptions for easier identification in the field
  6. determine matric n fences to operationally separate conceptual segment
